Regional Program Manager

Catholic Charities Disabilities Services (CCDS) a leader in services for individuals with developmental disabilities, is now hiring for a Regional Program Manager within our Residential Services Department.

Location: Albany, Schenectady, and Niskayuna, NY

Position Description: The position of Regional Program Manager is part of the Residential Services team and requires a strong foundation in residential and direct care services. The Regional Program Manager is responsible for the supervision and management of multiple Individualized Residential Alternatives (IRA’s) operated by Catholic Charities Disabilities Services. This position is multi-faceted. In addition to the overall responsibilities associated with the residential program, the Regional Program Manager also has specific responsibilities in the area of maintenance, transportation, recreation, quality assurance, development, education & training, and personnel that relate to the operation of the IRA’s. The individual is also responsible for participating in organizational meetings, representing the agency in numerous events, meetings, etc. and otherwise advocating on behalf of the people served by the agency. This position requires teamwork and carries with it the responsibility of performing related work as required.

Responsibilities include but are not limited to;

  • Oversee the daily operations of multiple IRA’s.
  • Supervise and evaluate program supervisors and other staff, as appropriate.
  • Act as administrator in charge as assigned in the absence of the Director of Residential Services.
  • Ensure implementation of individualized service plans by monitoring staff, attending meetings, visiting programs, etc.
  • Promote and ensure the safety, advancement and well-being of individuals served by the agency.
  • Ensure that all regulatory mandates are followed and that there is a mechanism in place for identifying gaps and reporting problems.
  • Ensure that staff are following personnel policies and procedures and report issues immediately.
  • Ensure the individuals’ funds are appropriately dispersed and utilized and that receipts are collected and documented.
  • As part of the residential team, provide overall leadership to ensure that individuals who live in home-like environments, have opportunity to develop and advance within the community, remain safe from harm, receive appropriate supports and intervention, are properly monitored for medication administration, and have opportunity to visit with family and friends, as desired.
  • Ensure that each IRA is equipped with adequate safety equipment and the staff and residents are knowledgeable about all safety precautions, including fire evacuation procedures.
  • Assume responsibility for the overall maintenance and cleanliness of the programs and follows agency procedures for solicitation of external assistance with repairs, etc.
  • Ensure that the individuals’ have adequate clothing, personal items and other items to enhance their quality of life.
  • Oversee the selection and delivery of appropriate and preferred recreational services and ensure consumers participate on a regularly scheduled basis.
  • Work harmoniously with the Care Manager, the RN and other clinicians involved in delivery of quality services, including those at day and other programs.
  • Understand and educate others regarding individual abuse and report immediately any suspicions or witnesses of same.
  • Monitor the purchase of all household supplies, food, equipment, etc. and ensures receipts are submitted.
  • Review and approve accurate and timely census documentation which is used to bill Medicaid.
  • Schedule staff to ensure that program needs are met.
  • Attend staff meetings, approve agendas and bring in other agency staff as necessary for training, etc.
  • Ensure that all direct care staff are adequately trained and attend/complete additional training’s as required.
  • Rotate on-call responsibilities and carry out the associated functions regarding staffing coverage, handling emergency situations and keeping the administrator on call updated as necessary.
  • Maintain open and regular communication with the Director of Residential Services regarding personnel issues, individual care concerns, program needs, program activities, etc.
  • Adheres to all guidelines and regulations set forth by the agency’s business plan(s) and/or other oversight entities such as, but not limited to; OPWDD, CDC and DOH. 
  • Performs other duties as assigned.

Qualifications:

  • An Associate’s Degree in Human services or related field is required.
  • A minimum of one year experience in the field of developmental disabilities plus supervisory experience is preferred. 
  • A valid NYS driver’s license in good standing and personal transportation are required.
